[dsdl-comment] attachPlaceholder and subsequent attach actions (NVDL)

All,

attach actions can be cascaded. For example, consider element sections
es1, es2, and es3, where es1 and es2 are parent sections of es2 and es3,
respectively. If a <validate> action is applied to es1 and <attach>
actions are applied to both es2 and es3, then es3 is embedded within es2,
which in turn is embedded within es1.

However, attachPlaceHolder does not allow cascading. Suppose that, in
the above example, <attachPlaceholder> is applied to es2. Then, es3
is NOT embedded within the placeholder element created by the attachPlaceholder
action. The same thing applies to attribute sections.

Is this a good thing or bad thing? If it is bad, should we
try to publish an amendment or technical corrigendum?
