Thank you for you reply.

I do intend to invoke validation twice for the example.

However, one could argue that the set-theoretic definition
of PlanElem and PlanAtt in 8.6 remove all duplicates.

But when are two validate-element pairs, say (v1, e1) and (v2, e2)
equal? Of course, when v1 = v2 and e1 = e2. But when are two
validate elements equal? When they reference to the same schema? Or,
when they are actually represented by the same "validate" element?
Unfortunately, it is not clear from 19757-4.
