NVDL refers to part 2 for 'context'.
Part 2 defines a context as:
context consists of a base URI, a namespace map; this maps prefixes
to namespace URIs, and also may specify a default namespace
URI (as declared by the xmlns attribute)
Should I interpret the 'base URI' as being the same as xml:base
is for an XML instance?
If not, what is it please?
