I have some comments.

1) Please reference to another implementation, SnRNV.

2) In Page 100, you wrote "The content of a <mode> element
is multiple <namespace> elements and an optional <anyNamespace> element".
Strictly speaking, we can have two <anyNamespace> elements: one
having match="elements" and another having match="attributes".
