Although RELAX NG relies on oasis-open.org, we can create
a URN for ISO. As you have correctly pointed out, some people
will see this as a problem.

It is possible to avoid this problem. We first make public
identifiers for DSDL such as:

        ISO/IEC 19757:2002//RELAX NG

Such public identifiers can be created by ISO/IEC only.

From such public identifiers, we can then make URNs such as

        urn:publicid:ISO%2FIEC+19757%3A2002:RELAX+NG
