So far as I know, ISO has no formal policy on URIs/URNs. They're probably
not even aware they need one, much less how to set up a URN, etc.
What you wind up using is probably just up to you to invent, but I'd warn
you that anything depending on iso.ch or jtc1.org because we don't control
those domains, can't put files on them, etc. (and we have no assurances that
jtc1.org will even exist in 2 years).
