JTC1 is under a lot of pressure from folks who think it's ineffective
(compared to W3C, OASIS, etc.). There is also a lot of politics between
corporations, using standards bodies as their proxies: think of some of the
opposition to DSDL. The U.S. TAG to JTC! (NCITS, not ANSI) has decided they
don't want to pay for the SC34 Secretariat any more, so we're looking for
alternative secretariats. So things are pretty unstable.
