I will try to give feedback on your strawman later on (I have not found
enough time to read it carefuly yet). My first feeling is that it's a
good proposal for an "external framework", ie a framework which
transforms documents before validating them.

This is one approach but I'd like to study another one which is to
transform the nodes while they are being validated and should be able to
come with a proposal pretty soon.

Thanks. This is a part of my prototype (still under development) which
includes a Relax NG processor supporting my proposal for an "internal
framework". The available transformations will be raw XPath, plain
regular expressions, XSLT and regular fragmentations.

I *think* that I will also include the Schematron "assert" and "report"
elements and the result should allow to test the use cases we've
gathered so far.

I am also considering to follow one of your advises and make it an open
source project (with no endorsement on barely a mention od DSDL of
course) since I think that within DSDL or not the concept deserves to be
visible and developed.
