Absolutely not. The WD uses the phrase 'if the document has an XML
Schema [XMLSchema] PSVI]' in its reference to the PSVI [1] -- a
conformant *user agent* is _not_ required to do any kind of
schema-aware processing, and if it doesn't the document will not have
an XML Schema PSVI. On another thread I've already acknowledged that
the import of this phrase has been misunderstood -- I expect the WG
will clarify this.
