[dsdl-discuss] A draft of part 0

With many thanks to Martin for a leg up getting started on the body of this
document, I have added to his suggestions and made up a 2002-10-27 draft of
Part 0 for review. Based on feedback from this group, I can make an edit of
this available to the comment list for feedback.

Remember the username/password to the archives, file system, and all other
private areas to the DSDL web site is dsdl/mersedia and should be kept to
yourselves.

If you are the "owner" of a part, would you please review what has been
said in particular about your part. All input to all parts of the document
