SGML declarations have annoyed Japanese users very much. Few people
in Japan want to use SGML (with the exception of legacy applications).

I thus think that SGML is out of scope and that it should
not hamer DSDL in the slightest. The Japanese national
member body is very likely to say so in the plenary.
