[dsdl-discuss] Part 4

Here is a rewrite of the RELAX Namespace (DTR 22250-2) as DSDL Part 4
http://www.asahi-net.or.jp/~eb2m-mrt/dsdlPart4.html. Most of the changes
are editorial. I have not done any technical work (e.g., attribute-based
dispatching) yet. After we agree on Part 0 and agree on the framework, we
can start real work on Part 4.

helps to understand Part 4. MSV of Sun already supports RELAX Namespace.
