[dsdl-discuss] Datatype spec as a subset of XML Schema Part 2

The Japanese member body will propose to create Part 9 (Datatypes)
as a small and reasonable subset of XML Schema Part 2. Although we
do not think that XML Schema Part 2 is ideal, we think that a
slightly-different-but-different spec is unlikely to make it.
We will send a more concrete proposal next year.
