Time to panic !!!
Conversations at BSI this week have revealed that Part 0 of DSDL is invalid.
ISO rules do not allow us to have a Part 0 for an international standard. We
seem to have three choices:
A) Add 1 to all part numbers, so that the Overview becomes Part 0 and
Datatype and namespace-aware DTDs becomes Part 10
B) Merge the Overview into Part 1, the Framework, perhaps as an extended
Introduction to Part 1.
C) Make a reasoned cased to ISO as to why they should break their rules in
the case of DSDL. (They did offer to consider such a request, though what
grounds we could reasonably make is not clear.)
As I am in the processes of redrafting the original Part 0, despite not
having received input from editors as to what to specify about their parts
(which means that I get to say what their parts should be doing !!!), I
would appreciate an early response as to which way you want to play this.
