I believe that we need comment disposition for the Part 4 CD ballot, and
the Japanese vote mentions MNS. As a result of this disposition, we can
hopefully create a DIS.

To me, the biggest issue about Part 4 is the relationship with Part 1.
I have a feeling that "innie" might be better for Part 4. In other words,
it should be possible to use transformation operations of Part 1 as part of
Part 4. I will e-mail more about this soon (by April 4).

On behalf of the Japanese national member body, I will soon send a subsetting
proposal soon (by April 4).
