By "Part 0 Framework", do you mean what's now "Part 10 Validation

No, maybe just some more free time :-)...

We've discussed this in London and I think that there might be some
overlap between parts 4 and 10 but that the focus is different. Part 4
is very much oriented toward namespace based content separation. This is
added quite a level of complexity which is not always needed and doesn't
cover other transformation technologies.

The need to support non XML sources isn't new (it has been decided in
Barcelona) and we've said that we would support it through parsers which
  convert those sources into XML infosets and I don't see the complexity
here.

Can you elaborate? I don't see what you mean at all :-) ... That's seem
to open the door to a world of complexity which I hadn't forseen!
