I don't understand your point here. What's the difference between these?

 From my perspective NRL's attach is doing one thing: it's allowing more
than one section to be combined into a single validation subject.
That's the only thing it does. Furthermore, "attach" is the only way in
NRL in which you can get a validation subject with more than one
section. By section, I mean contiguous part of the XML document with a
single namespace (i.e. same as island in the last VCSL draft). By
validation subject, I mean the tree that a validator sees.

Maybe attach is the wrong word...
