[dsdl-discuss] Validating include statements

I have just been working through some issues with adding a RELAX NG-style
<include> element to Schematron.

I think it is the right approach, however it really worries me that it breaks all
our validation.

Do we currently have any part which could deal with includes? The use-cases
would be to deal with
  - RELAX include
  - Schematron include
  - WXS include (I guess)
  - XInclude
 
I guess what I am asking for is a part that maps inclusions into Xinclusions then
runs the XInclusion. Something like that.

I tend to think this is so integral to an architecture for validation, especially
with XInclude coming online, that it may even belong in Part 4.

If it is not in part 4 then it really needs to be part of the framework.
