We need something like this to control the use of the character sets defined
by Charcol, but I'm not certain I completely understand how the restrict
element's within and structure attributes work. The path of the context
element, however, is clearer, but why cannot I put a charrep attribute on a
context?

A proper DTD for the spec would help!
