I agree.

It seems to fit nicely with
  - RELAX NG:-- uses regular expressions, uses similar names, delegates unions and lists
        to host language
  - Schematron:-- uses XPath-based asserts and reports
  - W3C XML Schema data types:-- probably can be defined using this mechanism
  - Jing/Schematron implementation techniques, because it is implemented using
     SAXON and XSLT transforms
  - my strong feelings that we need support for defining data content notations rather
     than just storage types.

And it provides an answer to many of the issues that we have had problems with
for W3C types:
  - units and conversion between units
  - localization and comparison
  - subtyping without derivation-by-list and derivation-by-union
  - ability to define new kinds of tpyes

I think it is an improvement on the way that I had been thinking of:
which was to allow Regular Fragmentations as a preprocessor,
then Schematrons, etc. But that is overkill and misses out on
providing conversions etc. In particular, Jeni's proposal provides
normalization (serialization) functionality, declaratively.

It really makes me think that ISO Schematron should use
(non-PSVI) XSLT 2 as its default query language, to fit
in with this.
