The motivation is that this part is not the only framework that can be
used with the various DSDL parts (people can use shell scripts, make,
ant or anything they want to use the various DSDL languages) and we've
considered that "Validation Framework" was more confusing than
"Validation Management" in this respect.

If I remember it right the issue has been brought by James Clark and
we've reached a consensus on this point but I don't remember exactly
when the decisions has been taken.
