Your comments are very welcome. The FCD ballot will provide a excellent
chance for the national member bodies to make comments.

XML 1.1 and namespaces 1.1 are very tightly connected. We are not allowed
to combine XML 1.1 and namespaces 1.0 or combine XML 1.0 and namespaces 1.1.
On the other hand,
- XML Information Set (Second Edition) applies to both XML 1.1 and XML 1.0.
- XML Linking Language (XLink) Version 1.0 applies to XML 1.0 only.
- XML Schema Part 2: Datatypes (Second Edition) applies to XML 1.0 only.
I have a feeling that we should stick to XML 1.0. However, I would appreciate
some discussion about this in the plenary, so that every WG does the same thing.
