The problem with this approach is that it will require us to do a DSDL 2.0
to cope with the next revision to XML/XSLT/.... We should not define any
techniques that are specific to a level of XML but allow the level of XML
that is being applied to be declared, perhaps along the lines of:
<usesVersions>
<spec name="XML" version="1.1">http://.....</spec>
<spec name="namespaces" version="1.1">http://.......</spec>
<spec="XSLT" version="2.0">http://...</spec>
...
</usesVersions>
with some sort of rule saying that mismatched versions are outside the scope
of the spec to detect.
