[dsdl-discuss] Part 3, correctly formatted

The attached version of dsdl-3.pdf contains a correctly formatted version of
Part 3 for the standard, with all the symbols in place, all the definitions
added, etc. The rnc file, and the xsl file used to format it, have been
updated to allow for a new <symbol> element that is used to switch to the
Symbol font when special characters are required. The updated version of the
xml source file that I used to create the PDF is also attached.

Now all we need to do before may 20th is flesh out the bits marked empty,
and then we can go to CD.
