The latest directives are JTC 1 N 7364 - Fifth Edition - and yes it
mentions "Final CD" but not formally as one of the stages of the matrix. I
believe this is used merely as an adjective and not a proper title.
The SC34 status matrix
http://www.jtc1sc34.org/document/secretariat_temp.html#matrix is being
updated today by working group convenors and will be published Monday
morning as part of my Monday-morning communication. The matrix is not
changing, but many of the projects in the version mounted today are
changing Monday morning (my time).

It stays in 30.92 until you are ready for another CD ballot at which point
it goes to 30.20. At the end of voting I move it to 30.60 when I
distribute the comments. The project editor then advises me if it goes
back to committee as 30.92 or goes to 30.99 at which point I go through the
motions of moving it to stage 4.
One of my tasks is to document for the subcommittee a subset of the
anticipated workflow through the stages.
