I am reading the fifth edition of the directives. I do believe that FCD
is a proper title. Although FCDs and CDs are in the same state in the
matric, CDs and FCDs are very different. In particular, the next step
of a FCD is either a FDIS or DIS, but the next step of a CD is never FDIS.
This is my understanding of 12.6.3.9.
