I am told the directives are out of date, and do not follow the existing
JTC1 codes for stages of standards development. Jumps from FCD to FDIS are
no longer permissible because no technical changes can be made at FDIS
stage. The point is that you cannont publish a document at this stage for
which no technical changes can be made - we have too little knowledge of how
this will work to permit this, even if the procedures allowed it. The next
stage after the current one will, therefore, be at best DIS. You can go
from CD to DIS, so there is no advantage in trying to reintroduce an FDIS
classification that is not covered by the JTC1 stage matrix used in the SC34
seceterial report.
