Many thanks for the enlightenment. But I would point out two key factors:

a) No errors in the procedures were raised by national bodies at the
Amsterdam meeting, and until the procedures are formally changed by the
secretatiat I am obliged to follow the documented procedures.

b) The text of 12.6.3.9 clearly invalidates the current draft of Part 4
draft from FCD ballot.

12.6.3.9 An FCD shall be advanced to FDIS only if the text has been
stabilised, consensus has been demonstrated, and the substantial support of
the P-members of the SC has been obtained. The SC Secretariat shall submit
the following within a maximum of three months to the ITTF for FDIS
registration:

. the final electronic text, including figures and graphics, of the FCD for
distribution as an FDIS, in accordance with the ITSIG guide;
. an explanatory report (see Form G11).

The explanatory report shall contain:

. a brief history of the draft;
. a record of the voting on the FCD listing those P-members who voted in
favour, those who voted against and those who did not vote;
. a brief statement of all technical objections which have not been resolved
and the reasons why it has not been possible to resolve them; in the case of
a revision of an existing IS, a summary of the main changes in the previous
edition of the IS now proposed for technical revision and the reasons
therefor.

I cannot submit either: "final electronic text" or a "record of voting", or
a "brief statement of technical objections" on a document for which no
complete text has been submitted, which has not been reviewed in its
enitirety by the WG, which has never been seen by any national body and
which, in my opinion, has no proof of stability, or consensus. Sorry, but to
be accepted as an FCD a document has to be complete, have been reviewed for
an adequate time by WG members, discussed in committee by a sufficient
quorum of knowledgeable members and balloted by P-members. Until this has
been done the document must, at best, be considered as a CD. (Personally I
consider the current draft as only sufficient for a CD, but am promised a
complete draft by the end of the week that should be adequate for a CD.)
