I may have jumped the gun here, as the ISO database still seems to have 6
stages, where JTC1 only has 5:

Since the only difference is after stage 3, I think we are okay ... what
I'll do, though, is change my Secretariat report to have the fourth and
fifth stages be numbered 5 and 6 to be in line with ISO.
I've restored the secretariat's report and will contact JTC1 and ISO
regarding their advice.
