My initial comments on Clause 9 and the annexes are as follows:
9.1
Change "is defined" to "are defined" and change the period after stages to a
colon.
Add Preliminaries to the start of the list
Number the note and change "samely" to "consistently"
9.2
Change, twice, "holds if uri is" to "returns true iff uri can be" and change
"character wc" to "wildcard character w".
I'm not convinced that match="elements" is the best format: type="element"
would seem more appropriate.
Case 2, in both lists, is a case where the condition does not hold. This
seems to be more of an informative note than an action that must happen. As
far as I can tell there is only one case when the match actually occurs,
which is covered by case 1.
9.3
Change "an action and mode" to "an action (A) and a mode (M)"
Move Note to end of list and number
What is the meaning of the word "epsilon"? Is this supposed to be the
mathematical symbol for "member of set"?
Change " ofs' " to " of s' "
Where are the attTrans() and elemTrans() functions defined? Add
cross-reference.
9.4
Change "In preparation, we introduce two auxilliary functions." to "Two
auxilliary functions are required:"
Add : after "set of attribute sets" and "element sequences"
Explain why in some cases you use s_m and in others s_n. If they are
supposed to be the same use s_n consistently.
Change "Now we are ready to see how sections are combined. We" to "To define
how sections are combined we"
9.5
Change "Then," to "Then:"
Change, twice, "a is a valuable action" to "a is a reference to a action
that can validate the element/attribute"
Annex A -> Annex B
A.1
Change "7.2" to "7.1" (or "6.1" if section 6 is removed. in which case place
reference to Clause 6 with reference to Annex A)
Change "NRL" to "NVDL"

Is first <attach> element correct? Why does this trigger a "Skipped a
descendent" when subsequent <attach> elements generate "Attached a
descendant"?
Add explanation of how script achieves desired affect.
Explain why normalized NVDL script contains schema elements which have no
contents but which are not flagged as empty.
Explain why some validate and usemode elements are self-referential
