[dsdl-discuss] Which work of SC2 and SC22?

I am puzzled by the following paragraph.

Does this mention Annex A of TR 10176 (Recommended extended repertoire for
user-defined identifier)? Or, does it mention some CJK subset such as this
proposal from Japan?
