[dsdl-discuss] A tentative draft for Part 4

I have addressed some of the comments from Martin and Rick.
In particular, I created annexes for RNG schemas and merged
the three sections for the full syntax, simple syntax, and
simplification. I also created a new section entitled "primitive
operations", and moved the second half of the data model section
to this new section.
