In the proposal I made last year for Part 7, the constraints

could and should not be checked. I think these constraints would need an exra kind of specification and validation, part 7 is just about the repertoire and not about the encoding.
I think these are nice requirements, we have similar constraints (like "use just 7 bit US-ASCII and decimal character references"). Whether or not it should be part of a Document Schema Definition I don't know. My feeling is YES, processing IS part of a definition i.m.h.o.
