My IANA charset request could be handled with a note on
the ref element such as:
NOTE: Implementations may provide URLs to provide synthetic
access to the platform's built-in character repertoire-checking code.
Such tests may be platform dependent and non-portable.
In other words,
* we don't need to mention IANA,
* we don't need to define the URLs ourselves,
* we don't need to require that implementations provide it,
* we don't need to worry about whether the implementation is
faithful to the named standard, or whether the named standard
is precise, and
* we don't need to suggest the algorthm.
I cannot see a down-side.
