I think that we can hardly do more than some "Best practices" document
and I'm not sure how such document will fit into ISO portfolio.
I think that key point is to use schema language that will allow you to
create open, extensible schemas. The rest are rules that you should
enforce on yourself. The problem is that many people are using WXS,
which do not allow to create open, extensible schemas in a reasonable
way (as was also pointed out during Dare's talk on XML 2004). I think
that DSDL did a key point of standardizing RELAX NG, because in this
language you can very easily create extensible schemas.
