If you would like this balloted as a CD it would have to go out today
in order to have the voting period end before the Seoul plenary,
which starts three months from tomorrow.

But ... I thought the people involved with the SourceForge project
still had to consider the input from the WG1/WG3 stylesheets found in
http://www.jtc1sc34.org/#work ... I brought this out in one of my
weekly correspondence letters to members.

There were three *independent* derivatives made from the original
stylesheets from James Clark, and I think that the end result should
incorporate input and requirements from all three.

If the SF project has progressed without any regard at all for the
requirements implemented in the other two derivatives, then I suspect
it is not ready for CD ballot at this time.

Also, pointing to the presence of a SF project is not consistent with
JTC1 procedures, so a compressed package of files to be distributed
will probably be the best way to put this into the hands of
members. If creating the package is not possible, we could
experiment with referring to the SF project, but it would require (I
think) a substantial cover page that details to the reader what they
are about to find in the SF project, what role different components
of the SF project play, and which files should be obtained to
demonstrate the behaviours of the components.
