I do not think that the files in the CVS repository are ready for the
PDTR ballot right now. I am merely requesting discussion in the Seoul
meeting. During the meeting, in my understanding, we can certainly
develop a PDTR, probably by incorporating inputs from all the
derivatives.

I am skeptical about the idea of 100% sticking to the JTC1 procedure
here. Practically, schemas and stylesheets are changed repeatedly and
even weekly. I believe that the most reasonable way to create them in
SC34 is informal development followed by official voting. There is
nothing wrong in such informal development.
