[dsdl-discuss] Additions to 9573-11

In rewriting Part 8 I have come across a couple of changes that could
usefully be made to the RNC model for 9573-11:

1) The url element within referenced-documents needs to be optional: ISO
standards cannot be assigned a URL to reference

2) The note element should be able to contain predefined text as well as
paragraphs because examples of markup within the text should be
non-normative.
