[dsdl-discuss] Revised version of DSDL Part 8

I've attached a revised version of Part 8 that is based on the "elements
only" approach discussed in Seoul. As yet I have not been able to get
default-content and define-entities working in the XSLT, so I've left holes
in the Annex where these are supposed to go.

There are quite a few "issues" that need resolving and I would appreciate
any feedback you can provide on the points listed on the final page. Any
errors you can spot in the text, and particularly the RNC declarations,
would be greatly welcomed at this stage.
