Do you mean "FCD" rather than "FDIS"?

Are there any functional limitations (rather than optimization
or performance) in the XSLT 2 stylesheet in Annex B? Is this
stylesheet already a conformant implementation of DSRL?

As for PIs, I do not care. Better keep the spec as simple as
possible.
