The XML namespace recommendation unfortunately does not allow non-ASCII
chracters. For example, Xerces-J does not allow non-ASCII namespace
names. I18N-aware XMLers should blame themselves (or e-mail to
the XML Core WG.)

The namespace recommendation 1.1 allows non-ASCII characters, but
this spec can be used only when XML 1.1 is used.
