I guess, technically, these intrusions have been at a country level
and not a committee level ... where country experts (who are also
committee members) are occupied coming up with a country position.
In fact WG1 has no formal responsibilities towards any fast track or
PAS submission ... only the role of SC34 Secretariat has
responsibilities to find a ballot resolution meeting convener and
project editor (who happen to have come out of the working group
resources, but aren't obliged to).
SO I'll include a note about the indirect impact on committee
resources by fast track and PAS submissions coming down from JTC 1.
