My understanding of the problems are that the CD should be a FCD.
Because the problem with part 7 (and some other parts) is that
it has not yet been sent for FDIS ballot. So we need to send the
part 7 for FDIS ballot within one year. And then we need to have
comleted a FCD ballot before sending it for FDIS ballot.
