[dsdl-discuss] Out of date information on http://www.dsdl.org/

Hi Alex,

link to NVDL specification on dsdl.org points to an old version of
standard. Do you think that you can refresh this link? (I know at least
two people who used this out-of-date document because they believed that
dsdl.org contains up-date-information.)
