Some comments on your comments

XSLT is referenced is used in the heading of the normative annex. I am
hopeful that by the time we are ready to publish I can change the version to
2.0, but I cannot reference specs that are not yet recommendations.

Infoset is referenced by RELAX NG. I should add a reference to it.

NOTA : Or may be it is the alternate choice to replace all by
'targetSchemaLocation'

I've get them all as targetSchemaLocation as this matches targetNamespace.
