Technical corrigenda require a SC34 ballot only. In other words, they
can be published by the end of this year. However, amendments take
time. We have to create a PDAM, FPDAM, and FDAM, and have to conduct
two SC34 ballots and one JTC1 ballot.
I believe that addendums CANNOT be handled by the PAS transposition
process. My understanding is based on 14.2 of the JTC1 directives
(http://www.jtc1sc34.org/repository/0719.pdf).
