Yes, there are special cases for PAS. I was also thinking about the
RELAX NG standard. What are the maintenance rules then for that?

I would appreciate to see the documents. And I am puzzled why we as SC34
have not been involved nor even informed about this, as ODF is our
project in ISO, and we are supposed to be involved in the maintenence.
