[dsdl-discuss] Namespace document for NVDL

Hi,

I have been pointed to fact that namespace of NVDL

http://purl.oclc.org/dsdl/nvdl/ns/structure/1.0

points to a non-existent page (in fact it is redirected and then you get
error message in Japanese which can be really confusing for many users).

I do not know who has access rights to fix it, but I think that URL
should return namespace document be it RDDL document or just simple page
saying this is namespace of NVDL language.
