It is interesting that you hear that. I note that precise wording
when reading the document dated 2004-04-25 in our repository:

   http://www.jtc1sc34.org/repository/0521c.htm

Surely that was long enough ago that it was unambiguously in place
for the negotiations between JTC 1 and OASIS.
