OPC is already a Part, so it would not improve to be an Annex. (Perhaps
the other angle is whether OPC would really be regarded as in SC34's
scope if it were set loose: I guess if SDIF was allowed then OPC could be.)
From the administrative review comments, there are many countries who
would prefer it to be smaller and some who don't see value in standards
for legacy formats. Is the ballot resolution process not the prime place
where Ecma can be negotiated with to find mutally acceptable ways to
actually address those kind of broad NB comments?
